Have some entitled people running on where cars drive. Before you say, of course they would be running on the road. They have access to a park just to the left. Inside the park there are tracks and all that for them but they still decided they have a right to run where cars are driven. The cherry on top?
They give drivers the stink eye, not all of them, but most, when they drive past.
They are provided with a park fully designed with tracks for them to jog around but they decided to turn the road into the jogging path.
