This may seem excessive but in reality quite a short time for a vaccine to be studied, developed and brought to the public. Under normal circumstances this process could take four to eight years, so a year and a half is an expedited time frame.

Vaccines have been utilized since the early 1900's, in the early days before governmental oversight vaccine creation and distribution was unregulated. Doses were often either to high or to low, at times the wrong label was placed on a vial or worse the wrong vaccine.
